New CO assumes command of 315th Civil Engineer Flight

Lt. Col. Garrett Stumb assumed command of the 315th Civil Engineer Flight Aug. 9, 2015, during a change of command ceremony at Joint Base Charleston, S.C.

“It is an honor to be your commander,” said Stumb, to the Reservists in attendance. “I couldn’t be happier, or more proud.”

Stumb filled the role of Col. Amber Kasbeer, who was awarded the Meritorious Service Medal by Col. Cherie Roff, 315th Mission Support Group commander, at the ceremony for Kasbeer’s dedicated service while running the CE flight.

Roff, a week into her command position, had known Kasbeer from previous assignments and praised both her and Stumb.

An Air Force Academy graduate, he entered active duty at Malmstrom Air Force Base, Mon., where he served as a civil engineer officer. In 2003, he separated from active duty and joined the Air Force Reserve as an Individual Mobilization Augmentee at Beale Air Force Base, Calif.

Stumb comes to Charleston from his most recently assignment, IMA for the commander at Langley Air Force Base, VA, where he served from June 2012 until June 2015.

Kasbeer, who assumed command of the 315th CE flight in 2012, will transition into her new role as IMA to the AFCENT commander in Washington, D.C.

In her civilian capacity, Kasbeer is an engineer with the Department of Homeland Security where she is responsible for the development of engineering strategies used to mitigate terrorist attacks on national critical infrastructure.

In addition to the change of command ceremony, Kasbeer also received a promotion to the rank of colonel, as she prepares to step up to her new role.

The 315th CE flight consists of emergency management, firefighters and explosive ordnance disposal. They’re responsible for providing disaster preparedness, explosive device support during peace and wartime operations.
